Aktoty Rakhmatullayevna Raimkulova is a renowned composer, scholar, and cultural leader, currently serving as President of the Turkic Culture and Heritage Foundation, a position she assumed in November 2023.
Born in 1964 in Almaty, Raimkulova graduated from the Kurmangazy Kazakh National Conservatory with dual specialisations in Composition and Piano, later completing advanced studies in composition. She also holds a DBA in Public Administration and International Development from the Academy of National Economy of the Russian Federation, a Doctor of Arts degree from the National Academy of Music in Bulgaria, and a PhD in Philosophy.
Her distinguished career spans academia, government, and the arts. She taught and served in leadership roles at the Kurmangazy Conservatory before joining the Ministry of Culture and Sports of Kazakhstan, where she rose to Minister of Culture and Sports (2019–2022).
Raimkulova is the author of more than 300 musical works, including ballets, symphonic poems, cantatas, film scores, and academic publications. She has been honored with numerous awards, including Honored Worker of Kazakhstan (2010) and the state order Kurmet (2018).
