Toivo Klaar EU SPECIAL REPRESENTATIVE TO THE SOUTH CAUCASUS AND THE CRISIS IN GEORGIA

Toivo Klaar is the Designated European Union Special Representative for the South Caucasus and the Crisis in Georgia. Previously he was the Head of the Division for Central Asia at the European External Action Service, Head of the EU Monitoring Mission in Georgia (EUMM) and Head of the Representation of the European Commission in Estonia. Klaar also served as the Adviser to the Minister of Defence of Estonia, Defence Adviser at the Embassy of Estonia and a Diplomatic Adviser to the President of Estonia.

He has a master’s degree in Public Administration from Harvard Kennedy School, Cambridge.
