Dr. Tolga Sakman is the Chairman of the Center for Diplomatic Affairs and Political Studies (DİPAM). He earned his Master’s degree in International Relations from the War Academies Command (now the National Defense University) Strategic Research Institute (SAREN) in 2013, with a thesis titled “Analysis of Turkish Diaspora’s Participation Process in the European Political System: The Cases of Germany, the Netherlands, and Belgium.” He completed his Ph.D. in Political Science and International Relations at Istanbul University, focusing on “Security Management in the Presidential System.”
Dr. Sakman began his career at a think tank in 2012 and was later appointed to coordinate national defense and security studies, a role he held until 2018. From 2016 to May 2018, he also served as Rectorate Coordinator and Lecturer in the Department of Political Science and Public Administration at Nişantaşı University. In 2020, he became the Founding Chairman of DİPAM, where he continues to lead research and initiatives in diplomatic affairs and political studies.
